Madilyn Harks, who may have victimized more than 60 young girls, changed her name from Matthew and transitioned to the female gender

The first time police caught serial pedophile Madilyn Harks, a string of sexual assaults against preschool-aged girls in B.C. yielded only a few months of house arrest.

— Peel Regional Police March 22, 2019“The fact that Ms. Harks is in a halfway house instead of jail is a clear example of our justice system is broken,” wrote Brampton mayor Patrick Brown in an official letter of complaint to public safety minister Ralph Goodale.On Friday, Peel Regional Police warned of Harks’ arrival in their community and that she is at an “elevated risk to re-offend.”

The Harks case has also attracted the attention of Sonia Sidhu, Liberal MP for the area. “As a mother of 3, I understand and share your concerns. I take this matter seriously and am working diligently to ensure Brampton is a safe place for us all,” she wrote in a Sunday tweet. “For years, Harks was well aware of his uncontrollable urges and desires to touch little girls in a sexual manner, yet he told police he could not afford counselling,” they wrote in a letter to the Langley Times. “Regardless of cost, he should have sought treatment long before he molested our children.”

After that particular breach landed Harks back in jail for 330 days, she was accused of lashing out violently at fellow inmates who were “childlike in appearance.” These documents do not contain any details about Harks’ transition from male to female, and whether it has involved hormone therapy or sexual reassignment surgery. Ontario is one of several provinces in which no physical change is required for residents to transition sex; the applicant must simply get a note from a physician saying that they identify as different than their birth gender.
