HEALTH Secretary Teodoro J. Herbosa said the Department of Health will explore other options after the Professional Regulation Commission said there is no provision in the Philippine Nursing Act of 2002 that would legally allow the issuance of temporary licenses to nursing graduates who have yet to pass the Nursing Licensure Examination.

A statement issued by the DOH quoted Herbosa as saying that the PRC Commissioners and the Board of Nursing understood his view “and they are there to help me find solutions.” The DOH chief earlier said he will tap nursing graduates who scored 70 percent to 74 percent in the board exam to work in government hospitals.

“There are still many options despite legal limitations, which I understand. However, it’s good to know they are with me to find the solutions to the 4,500 unfilled nurse items in DOH hospitals,” Herbosa said.“They too have suggestions of how we can solve the problem of outward migration of Philippine nurses,” he said.

Herbosa also expressed gratitude to the Labor Secretary Bienvenido E. Laguesma and PRC Commissioner Charito A. Zamora for being “very supportive of finding legal ways to solve our health manpower problems.”
