On its official website, the Country Team states that three major US foreign policy issues “form the cornerstone of the bilateral relationship.” These include:Addressing the governance and social welfare challenges of the country; andIt is therefore remarkable that the ICS-EG fails to declare linkages to the strategic plans of the specific bureaus that are responsible for those policy issues.

Every US diplomatic mission is supposed to identify any higher-level strategies and policies that link to and support the objectives stated in the ICS-EG. As a matter of policy, these are to include Presidential Policy Directives, State/USAID Joint Strategic Plan , State/USAID Joint Regional Strategies, State Functional Bureau Strategies and other national-level strategies.
