New York State's education department and largest teachers union are pushing to ensure student test scores cannot be used to evaluate educators, calling the practice "harmful."legislation to state lawmakers Wednesday to reform Annual Professional Performance Review standards. APPR is used to judge teachers and school principals annually, giving them ratings of "highly effective," "effective," "developing" or "ineffective.

The bill was delivered to Sen. Shelley Mayer, D-New Rochelle, and Asm. Michael Benedetto, D-Westchester Square, according to NYSUT. Asm. Benedetto, a former teacher, is the chairman of the New York State Assembly Education Committee, while Sen. Mayer heads the committee's counterpart in the Senate.Person claimed Wednesday the legislation, if passed, will help combat the state's teacher shortage, noting it would improve both working conditions and student learning conditions.

New York is not the first state to consider dropping requirements in hopes of retaining teachers. In November, New Jersey Gov. Phil Murphy signed intolegislation eliminating the state's basic skills test requirement, which mandated aspiring teachers prove they are proficient in reading, writing and math. Passing the exam was previously required for teachers to become certified if they did not score in the top one-third percentile of the SAT, ACT or GRE.
