NPA expected to act after Digital Vibes report implicates former health minister Zweli Mkhize
Focus has now turned to the National Prosecuting Authority to act swiftly after the presidency released the report on the Digital Vibes scandal, which has implicated former health minister Dr Zweli Mkhize and senior officials in the department in criminal conduct.
According to the report, Digital Vibes paid R6 720 for repairs at a property owned by Mkhize. The company also transferred R300 000 to a business belonging to Mkhize’s son.“On May 4 2020, Digital Vibes paid an amount of R160 000 to a Pietermaritzburg car dealership in respect of the purchase of a second-hand motor vehicle [a 2003 Toyota Land Cruiser] for the minister’s son [Dedani]. This motor vehicle was registered in the name of the minister’s son.
“In the circumstances, it is astonishing that the minister thereafter, contrary to the Cabinet memorandum, allowed Digital Vibes to be appointed by the national department of health in respect of the NHI media campaign. In fact, it can be argued that the minister deliberately ignored a Cabinet decision [of which he was part of] in this regard.
The department further spent about R125 million on the Covid-19 media campaign, after only about R35 million had been approved. The obtained evidence indicates that a conflict of interests existed on the part of the minister in that his friends or associates under the guise of Digital Vibes were unlawfully and irregularly appointed by the department of health in respect of the NHI and Covid-19 media campaigns.
