The public inquiry into the worst mass shooting in Canadian history has called for sweeping reforms within the RCMP to improve accountability, oversight and training, as well as tougher gun restrictions and a national standard for public alerts.

The RCMP require a “fundamental change” to address problems within their culture and processes, the commission said. It said those failures exposed in plain terms how unprepared the national police service is for attacks of that nature in rural communities. The RCMP have been widely criticized for their handling of the manhunt, including failing to properly alert the public that an armed killer was on the loose; their inability to intervene in the years leading up to the attack, despite multiple complaints against the gunman; and a disorganized, stumbling response after the first 911 calls began coming in.

Among the report’s recommendations is that the federal public safety minister must stop giving direction to the RCMP commissioner – which will require an amendment to the RCMP Act. “Work is under way across the RCMP to improve our operations, reform our culture, and make communities safer in the future, including in key areas such as emergency alerting, critical incident response, air support and equipment. And we will continue with this work, informed by the MCC report and recommendations to come, to make our service to Nova Scotians and Canadians better,” Corporal Kim Chamberland, a spokesperson for the force, said in a statement.
