Nov. 2022 Election: Q&A with Ammar Campa-Najjar, candidate for mayor of Chula Vista [Opinion]

Between now and early October when voting gets underway, The San Diego Union-Tribune Editorial Board is planning to publish dozens of candidate Q&As and nearly two dozen commentaries connected to a handful of San Diego city ballot measures and seven state propositions on the Nov. 8 election. Keep checking back as we fill in this voter guide.

While serving at the United States Hispanic Chamber of Commerce, I promoted the economic growth of more thanHispanic-owned small businesses. We supported efforts to help small businesses secure federal contracts as well as procurement opportunities with larger companies seeking to diversify their supply chains with minority-owned firms that reflect the communities they serve.

I commend Mayor Mary Casillas Salas for spearheading the pallet housing project, which will provide 75 beds in 66 units for the homeless community. As mayor, I hope to build on her efforts. In my first 100 days, I’ll create a Homelessness Strategies and Solutions Commission to address the root causes and develop action-oriented solutions for prevention and intervention.

A: I’m saddened by the situation at Harborside Park. I spoke at the City Council meeting and agreed with Mayor Salas’ assessment that “there is no perfect solution.” I met with our city manager to discuss the park’s history, the factors that led to the encampment and what the city is doing to reopen and compassionately relocate the unsheltered where they can access services.

Q: What would you do differently to build more, and more affordable, housing in Chula Vista over the next four years? We can increase housing inventory by continuing to build further east; repurposing ghost Metropolitan Transit System parking lots into middle-income housing that is affordable; turning duplex two-story apartments into denser residential mid-rises and high rises; lowering costs for accessory dwelling units; and building more workforce housing for teachers, police, firefighters and other public workers so they can have a more personal stake in the communities they serve.

I believe that with the right leader, we can change that paradigm and create generational wealth through homeownership across Chula Vista. I’m determined to make sure that someone born in west Chula Vista has the same opportunities as someone born in the east. That’s what Chula Vista gave me as a son of an immigrant, single-parent, working-class kid with dreams of helping change the world — that’s the city I hope to build for your children as mayor.

Q: Opening a university campus in Chula Vista has long been a dream for many. What would you do to facilitate that? Q: Chula Vista residents suffered needlessly during the trash strike that started last December. What should have been done differently? How will you ensure that never happens again? The failure of my opponent to take care of something so basic begs the question: If we can’t trust him to take out the trash, how can we trust him with even more challenging responsibilities? We need a mayor who will get on with the people’s business, without drama or delay.

I especially appreciated the officers’ willingness to answer tough questions. I found their answers enlightening, and I believe they are operating in good faith by embracing innovation and technology as tools to keep the community safe.technology, allow patrolling officers to address calls quicker and improve the work quality of officers keeping Chula Vista safe. As mayor, this will be a top priority: Chula Vista’s safety.

A: Chula Vista made up the majority of our county’s essential frontline workers, which is why we were disproportionately impacted by the COVID-19 pandemic.
