The Liberals are currently estimated to be spending around 1.3 per cent of GDP on defence, which acalled “pathetic,” labelling Canada a “military free-rider in NATO” for falling short of the alliance commitment it made in 2014.

One of the files that caused significant controversy during MacKay’s time in office was his government’s agreement to purchase F-35 fighter jets to replace Canada’s aging CF-18 fleet. The Trudeau Liberals were elected promising to tear up the contract and never buy any F-35s, although last year they made a new deal to buy the same fighter plane.Article content

MacKay described the complexity of big procurement projects as a “cross-threaded mandate” that involves three different departments with sometimes conflicting objectives.
