Carra brought forward a notice of motion on March 7, 2016, that would amend the city’s “Airport Vicinity Protection Act,” which placed restrictive covenants related to airport noise in certain lots in Inglewood. “These plans contravened the AVPA so that without the city council approval of Councillor Carra’s of the amendment, they could not even have been considered,” wrote the complainant. The complainant noted Carra had been open about his plans for the site with neighbours, holding several meetings. The writer also found it curious there was no mention of Carra’s name on the land title and flagged that detail to the integrity commissioner.
Carra has insisted he had no conflict of interest in dealing with the AVPA, but recused himself from the matter just to be safe.Article content
