The speech in Manchester comes as Mr Hunt is under pressure from Conservative MPs to lay out a plan to reduce the tax burden – which a lower benefits bill would make easier. “At the moment it is £10.42 an hour and we are waiting for the Low Pay Commission to confirm its recommendation for next year. But I confirm today, whatever that recommendation, we will increase it next year to at least £11 an hour. A pay rise for over 2 million workers.

The national living wage, which applies to all workers over the age of 23 instead of the national minimum wage, was first introduced by George Osborne and has tended to rise faster than inflation – although it is lower than the “living wage” promoted by the Living Wage Foundation, which is set at the minimum level required to afford a basic range of living costs.
