In North Carolina, the new I-77 Express lanes are anathema to many Charlotte-area drivers—and that bodes ill for such public-private partnerships
Valerie BauerleinCORNELIUS, N. C.—After four years of construction and commuter complaints, the I-77 Express lanes meant to alleviate congestion in Charlotte’s booming suburbs are open and collecting tolls.
The 26-mile, $647 million project was once hailed as North Carolina’s first public-private partnership for roads, a novel way to pay for improvements the state couldn’t otherwise afford. But the project has been riddled with problems since construction began in November 2015.
