Turner wants to fight Houston gentrification with conservation districts. Critics say it won't work.

“Because conservation districts are anti-speculation, they don't allow for people to come in and just jack up the prices and build something out of scale,” she said. “And I cannot imagine that the conservation districts and historic districts combined have any overall effect on the remaining 99 percent of the land.”, pointed out the impact of conservation districts will depend on which set of regulations a particular group of property owners chooses to enforce.
Tanya Debose, executive director of the Independence Heights Redevelopment Council, urged city officials during a February public meeting to support conservation designation for her community in an attempt to stop the demolition and displacement that has been taking place there. As a fifth-generation resident of the historically Black neighborhood, Debose has been vocal in her opposition to thethat has targeted Independence Heights for demolitions to widen the freeway.
“We think this may open the door for neighborhoods across the city to kind of co-opt the ordinance and pull in properties from nearby large commercial tracts,”
