Under the existing “weak-mayor” system in Ontario, a mayor can steer an agenda by appointing committee chairs, but only has one vote on council and needs the backing of a majority of councillors to make significant changes. “You can’t do these jobs by yourself, no matter what powers are given on some piece of paper, you have to work with colleagues, you have to work with people from across the city to get things done …,” Tory said.Asked how new mayoral powers could speed up city hall decisions on issues such as housing and transit, Tory said he can’t know until he gets details.
“So in that sense it came up in passing but there have been no detailed discussions between myself and the premier on this ever.” Tory later endorsed the city of Toronto joining a court challenge to the Ford government’s unilateral council cut, which the Supreme Court of CanadaBoth Tory and Ford have mused in the past about the desirability of scrapping the weak-mayor system in favour of giving chief magistrates more autonomy.
