The confidential internal audit report unpacks shocking irregularities, including officials soliciting bribes from recycling companies, overtime fraud, abuse of municipal vehicles, dereliction of duty, sabotage of the dump, intimidation of contractors and plant machine operators working without the necessary licences.
One of them had been running his business since 2013 and had earned more than R1,7 million from one waste disposal company. “He has also abused a municipal vehicle by using it to travel to his private business during working hours and also submitted fraudulent overtime claims.” “One operator has confirmed that one municipal employee demands R500 per month to allow the operator on site. Numerous metal and wire cage containers are on site with no rental being collected in spite of council resolutions and annual rate adjustments being made, which requires such rental must be collected,” read the report.
Mahlaba said the Surg team had been met with resistance from the municipal staff with some even threatening them and “had big trucks driven at them” with an intent to cause grievous bodily harm. Mahlaba said there was only one reason why the drivers were refusing to present their driver’s licence and it was because many of them did not have the required code 14 licences and professional driving permit, “yet they are allowed by their supervisors to drive compactor trucks carrying staff”.
“It is a well-known fact that waste drivers and staff are working only four hours per shift yet they sign attendance registers for eight hours. They do the same when engaged in overtime. We are finalising a number of such investigations at present,” said Mahlaba.
