Edwin Concepcion, 22, of Hampton Lane in Lancaster, shot Israel Lugo on May 1 out of sight of cameras in the area, then entered a Lyft ride to leave the scene, according to the Lancaster County District Attorney’s office. Concepcion then followed Lugo out of the lot toward West New Street and shot him, according to detectives. Concepcion shot Lugo in the neck, chest, and twice in the forearm, according to detectives, and Wayne Ross, a forensic pathologist, determined he died due to gunshot wounds in a homicide.
