An ordinance was intended to bring light to L.A.’s shadowy process for disciplining officers, but some say it has created more problems.
An off-duty Los Angeles police officer drank at least a dozen beers, possibly 17 or more, then went to a convenience store to buy more. The intoxicated officer drove away with a gun on his dashboard.
Because he can’t fire them, the chief directed these officers to work jobs intended for civilians, or in jobs with no police responsibilities. That right of officers to bring appeals of their punishments to the civilian-led boards is guaranteed under a voter-backed measure and a City Council-approved ordinance. The boards have the ultimate power, above even the chief, to discipline or fire officers, or let them off with lesser punishments.
Voters approved a measure that year that later would allow the City Council to vote on the change two years later. However, police reformers said disciplinary boards featuring civilians tended to be more lenient on officers. Since 2019, internal investigators at LAPD and from the Office of Inspector General have found that to be exactly the case.
