The Senate remains deadlocked at this hour on passing the bill that would fund roughly three-quarters of the government for the next six months.

It seems simple: If senators want to offer amendments to this $1.2 trillion spending bill, why can’t they? It is, sadly, not that simple. If the Senate adopts any amendments to the spending bill, it would guarantee a government shutdown. Any change to the legislation would send the measure back to the House for approval. But the House has adjourned for two weeks — there’s no one here to approve anything. So that alone would cause a shutdown, and perhaps a lengthy one, too.

Susan Collins , the top GOP appropriator, has to return to rural Maine tomorrow morning for her mother’s funeral. Senators are trying to eliminate amendment proposals, or hasten the way they’re processed, as a courtesy to her. That can be done in two ways. The first is through “unanimous consent,” in which a lawmaker offers their amendment on the Senate floor and asks if any other member objects. If any other member does object, the amendment is defeated. It’s quick and easy.
