Gabriel Maluleke, the former chief executive of the Limpopo Roads Agency (RAL), has been dismissed for overcommitting road projects to the tune of R1.3 billion when the department had no budget. Maluleke's actions resulted in R6.9 billion in irregular, fruitless, and wasteful expenditure. He was suspended on August 30th after facing charges related to dishonesty, financial misconduct, negligence, and contravening the Public Finance Management Act.
Between 2021 and 2024, the RAL appointed companies to build roads despite lacking the funds. Maluleke challenged his suspension in court, arguing that it violated the Limpopo Province Roads Agency Proprietary Limited and Provincial Roads Act, and that the board's dissolution was unlawful. While he initially won the case, the department appealed, and the matter is now before the Supreme Court of Appeal.
