The Privy Council Office, the bureaucratic arm of the Prime Minister’s Office, admits that the report was sent to people inside PCO, but they have refused to say who. Documents of this type aren’t simply passed around randomly, they have tracking records for who has received them but so far PCO and the departments which received the reports have refused to release those records.
