Robert C. Card, the person of interest in two mass shootings in Lewiston, Maine, has not yet been captured, authorities said Thursday morning.

Eighteen people have died and 13 others were wounded in two mass shootings in Lewiston, Maine, Wednesday, the state's governor said.

Card is wanted on eight counts of murder. More murder charges will be added when the additional 10 victims are identified, police said. The shooting is the 36th mass killing in the United States this year. Maine, with a population of 1.3 million, has long been known as one of the safest states in the nation, Mills said.

Lewiston is the second-largest city in Maine with a population of 37,000. It emerged as a major center for African immigration into Maine. The Somali population, which numbers in the thousands, has changed the demographics of the once overwhelmingly white mill city into one of the most diverse in northern New England.

At midnight on Thursday, the Maine Emergency Management Agency announced that the shelter-in-place order had expanded to include the town of Lisbon. Authorities found Card's white Subaru Outback near the Lisbon boat dock on Frost Hill Avenue near Route 196.
