That’s the way to do it.If carbon taxes are truly revenue-neutral, why should they be costly? That depends on policy design. The form in which the tax is levied, and the form in which revenue is returned to taxpayers, would determine its net economic impact. This net impact could be negative, as shown by the Parliamentary Budget Officer, specifically tied to the federal tax design that provides fiscal benefits to households at the expense of capital.
