It worked so well that the end result is that we currently see the vast majority of enterprises being sold out by elderly fishers ending up being combined under the control of existing fishers, many of whom have multiple enterprises and vessels already. I am therefore calling on DFO and the provincial powers who legislate the PFHCB rules to, as a first step, remove the 75 per cent of income requirement presently necessary for an assistant fishers efforts and income to be counted towards his level 1 professional harvester.
