The union is said to be working toward a \u0027PSAC general strike\u0027 that would be the largest national strike by a single union ever in Canada.
But each side has tabled hundreds of proposals for the other side to consider, leading one mediation body to conclude in a recent report that 18 months later, negotiations are still at square one.
