A decision summary published by the Parole Board highlighted issues around Quy's behaviour towards other prisoners and staff
A sadistic killer will remain in prison after strangling his wife to death and scattering her body parts across Southport.
The married couple shared two children. Quy was ordered to spend a minimum of 17 years in prison before he could be considered for parole.Following the initial 17-year period, Quy, now 47, has applied three times for parole. Last year he had his third application rejected, although he attempted to withdraw the application before the hearing on May 5 but the panel was duty bound to proceed anyway.
Concerns were also raised over him being involved with drugs in prison. The summary said: "However, some concerns had also emerged about his conduct in relationships with friends, professional staff and other prisoners. Reports gave examples of incidents when he had acted on grievances and been aggressive towards others. There were also some concerns about his involvement with drugs in the prison.
"Reports also suggested he needed to work on developing more open and trusting relationships with staff."
