The officer said Webster swung the flagpole at him in a downward chopping motion, hitting a metal barricade, then charged at him with clenched fists.
Monroe claimed “Officer N.R.” had reached over a metal barrier and pushed a “peaceful” man who was blinded by pepper spray.
