He offered up the example of Birgitte Nyborg, the fictional Danish foreign minister in the brilliant drama Borgen, who, having run on a climate change platform, brazenly shifts her party’s policy to support the development of oil in Greenland .

When Steven Guilbeault was named Environment Minister, he said that the government would act through legislation and regulation to cap emissions “at current levels and diminish them over time.” The natural resources minister said he is a pragmatic person and has been juggling two imperatives — firstly, the war in Ukraine, with its implications for energy security; and, secondly, Canada’s economic future, in the context of climate change.

He said Europe has asked how Canada could potentially assist with liquified natural gas shipments off its East Coast — a topic expected to be top of the agenda when German Chancellor Olaf Scholz visits Canada to meet Trudeau at the end of August. Two projects are currently eyeing LNG exports to Europe from Eastern Canada — both say regulatory uncertainty is one of the biggest hurdles.

He said all forecasts suggest global demand for oil will remain high, before declining in the 2030s because of zero emission vehicles and other technologies. “At the end of the day, the cause of climate change is not fossil fuels themselves. It is the carbon emissions associated with the burning of fossil fuels,” he said. “The reality is there will continue to be a role for some level of hydrocarbon fuels after 2050.”
