JetBlue could use the Heathrow slots to make a strong launch of its planned flights to London, its first in Europe.

The slots will be available for 10 years but will be reviewed after two and five years given the uncertain outlook from COVID-19.

Delta and its joint-venture partner Virgin Atlantic will want to retain their gains at Heathrow. British Airways alone holds 51% of allocated slots this summer while American holds a further 3%. Delta and Virgin combined have only 7%. The slots are open and other airlines could request them, too. JetBlue has been mounting a long effort to have regulators reassess joint-ventures and consider how to facilitate new entrants like itself. But JetBlue may have hoped a London remedy slot also be allocated for New York.

Parts two and three consider which airline will have the most number of flights and seats on a route where a slot is available. That favors incumbents that have capacity to build on and give greater scale against American and British Airways. JetBlue has no trans-atlantic flights. An underlying air transport principle is that new entrants provide the highest form of competition. That is why general slot guidelines favour slots on the open market first be allocated to airlines that do not serve the airport before weighing an existing airline wanting to fly to a new city or add flights to an existing destination.
