Putting cats on leashes seems like cruel and unusual punishment

Which might make sense if cities were areas of pristine wilderness whose delicate ecosystems were being upset by invasive species introduced by humans.

But bylaws like this are not so much about the animals, as they are about controlling the humans who own them. Thewould also prevent Torontonians from keeping “more than four rabbits and/or guinea pigs, or a combination of both, in and about any dwelling unit within the city,” because … well, just because. What kind of a weirdo would need more than four bunnies?

But that’s not really the point. Like most bylaws, this will likely be selectively enforced whenever a nosy neighbour calls to complain that someone’s cat is sitting on their porch.
