“That's going to be a difficult thing for the City Council to address,” Jaffee said. “I don't know that any city in the United States has gotten a handle on how to restrict, monitor, maybe put in place some limits on the percentage of the housing market that could be owned by a small number of institutional investors or private equity firms.

The next committee meeting will be Oct. 20. Work group meetings were scheduled for Sept. 29-30 but were cancelled due to storms from Hurricane Ian. All are open to the public. The county already required landlords to give tenants a copy of the Bill of Rights – which listed their rights previously granted by the state and county. The new measure, however, requires landlords to communicate rental increases in accordance with the renters’ type of lease.
