House Democrats’ previous attempts to advance the bill came up short earlier this month when a group of at least five centrist members objected to voting until they had seen a full cost estimate from the Congressional Budget Office that was roughly in line with what their leaders had been telling them it would be. It was, and they kept to their word: The full CBO estimate went public around 5:45 p.m.
