Let’s take first the supposedly low threshold set for bullying. It has long been known that there is no legal definition of what constitutes bullying. In the absence of this, Adam Tolley constructs his own definition drawing on the one set out in the Ministerial and Civil Service Codes and case law. It is a definition that would be recognised in the personal policies of pretty much any organisation that has a policy on bullying, public or private.
