Court documents describe scene of crash Thursday night in New Cumberland.
The driver of a vehicle that hit two trick-or-treating children on Thursday night in New Cumberland had not had a license since 2009 and told an officer it 'happened so fast,' according to court documents.A New Cumberland police officer wrote in charging documents obtained by WGAL that witnesses spotted a vehicle driven by Lindsey Rowe, 33, of New Cumberland, traveling at a high rate of speed near the area where the crash happened on the 300 block of Fifth Street.
The affidavit said Rowe told the corporal it 'all happened so fast.'Rowe has not had a license since 2009 and is suspended, according to police.Police said the two children who were hit had to be transported to the hospital. The affidavit said one child suffered severe road rash and a leg injury while the other had a possible broken foot and had struck her head off the pavement.
