On Tuesday, the IOC declined to make a decision on Russian or Belarusian participation at the Paris Olympics in 2024. Instead, they handed a grenade to every international sport federation by publishing guidelines for the immediate participation of Russians and Belarusians as neutral individuals. No team sports. No flag waving. No anthem singing. No war supporters. And please, if it’s not too much to ask, no doping this time.

And therein lies the IOC’s worst offence by omission. The ties that bind Russian athletes to their government and the country’s military are deep and obvious, yet the IOC twiddles its thumbs on the topic of retribution and exclusion.Article content For what it’s worth, the IOC said a decision on Russian and Belarusian participation at Paris will be made at an appropriate time. Rob Koehler, the Canadian who leads the advocacy group Global Athlete, saw the IOC’s hesitancy to go all-in so far in advance of the Olympics as a positive sign.Article content
