Hockey Canada released a memo from Justice Cromwell on Thursday, alongside his interim report reviewing the organization’s governance.
A retired Supreme Court judge brought in to review Hockey Canada recommended that the next board of directors be limited to a one-year mandate in order to conduct triage and urgent reforms to the national sporting body.
“The number, profile and intensity of these calls are such that it is unrealistic to think that they are just a passing media frenzy. To ensure effective and continuous governance, these calls must be answered.” Cromwell called the need for change within Hockey Canada “urgent” and recommended that it be kickstarted with a new board of directors, which should “agree to serve for only one year.”
The interim report, dated Sept. 30, makes a series of recommendations about how to restructure Hockey Canada’s board of directors, including increasing the number of directors to 13 from nine; extending their terms to three years from the current two; staggering the terms so that only one-third of directors are changed at a time; and ensuring that no more than 60 per cent of directors are of the same gender.
