The memo pointed out that the Taliban had gained control over approximately 85 per cent of the country, as U.S. and other NATO troops pulled out. But the intelligence assessment suggested Taliban fighters were likely to hold their advance on major cities until September.
The memo mentions the Canadian Armed Forces had a small team on the ground looking at the possible evacuation of the embassy. The forces were targeting to have an evacuation fight for refugees as early as August 15, but the Taliban had overtaken Kabul by that date. It was also the date Trudeau called last year’s election.
“They would have been totally reliant on what the allies were producing and they would have trusted it, just as we have trusted in the past,” he said. Thompson said the rapid collapse was a function of leadership and something that would have been difficult to predict.
