Fallout: London will require you to own the game. Game Pass users, unlucky.
One of the pre-requisites for playing the Fallout: London mod expansion is either owning the game on GOG or Steam. Since the mod will only package the additional software needed take you from Boston to London, you’re going to need a copy of the base game from somewhere. Now unfortunately, if you’re an avid Game Pass user, then you won’t be able to use that copy of F4 with the London mod installer. Modding games via Game Pass is pretty difficult thanks to its odd approach to file architecture.
GOG instead offers a £40 Game of the Year edition – a little steep, I would say. If Microsoft and Xbox want the Game Pass service to be the new mainstream for game distribution, then I think enhancing modding capabilities has to be a primary focus. It’s not the case with all games, but some can be kept alive for many years after they launch by active modding communities.
