"If you have a felony charge, if you have the evidence for the felony, and you also have the evidence for the misdemeanor, it's departmental policy that you have to charge the felony. The reason for that is an equitable treatment of taxpayers," he said.Ziegler told CNN host Michael Smerconish he came forward because the IRS did not"follow the normal process to do things" in the case.
