Minister Mmamoloko Kubayi has expressed dissatisfaction with the Free State Human Settlement Department for failing to pay contractors their retention payments. She emphasized that using contractor funds inappropriately is unacceptable and called for a thorough review of the department's practices.

Human Settlement Minister Mmamoloko Kubayi has cautioned the Free State Human Settlement Department for not paying contractors their retention payments.

These were some of the issues that were discussed during Kubayi’s two-day visit in Bloemfontein. The first day of the session involved Members of Executive Councils responsible for Human Settlements across the country, focusing on the next five years of priorities. The session provided various updates on, among others, incomplete housing projects, the asbestos roof removal project and the impact of natural disaster that sporadically occur.“The first one on the asbestos I’m definitely not happy with the progress that we expected. We spent about R79 million in terms of the asbestos but the majority of the money, didn’t go into the roof removals but they spent it on quantification and study which I’m not happy about.

“Once a disaster has happened, a councillor needs to work together and make sure that there is a beneficiary list because that delays a response. We cannot intervene without knowing who is affected, so that we close the issue of manipulation and also abuse of the system. So, we will be able to continue to improve in how we turn around, ensuring that people understand what needs to be done, utilising our call centres nationally, working together with the disaster centres.
