The two Justice Department officials have allegedly failed to comply with congressional subpoenas.

The Justice Department allegedly directed Daly and Morgan to abstain from testifying due to the committee’s refusal to allow the agency’s counsel to be present. The Judiciary Committee argued the officials would be less willing to disclose information if their agency’s representation sat beside them.
The Judiciary Committee claims Daly and Morgan’s failure to appear has impeded its ability to execute its constitutional powers. “In sum, the failure of Daly and Morgan to comply with their respective subpoenas is impeding the committee's impeachment inquiry and its oversight of DOJ’s handling of the Hunter Biden investigation, matters of significant public concern,” the Judiciary Committee said. “The executive branch’s purported reasons for frustrating this investigation lack merit.”
