Yolande Makolo, a spokeswoman for the Rwandan government, said the case was"an irritant in both directions".

The US congressional aide, who also asked not to be named, said the negotiations were advanced by moves from Washington and Rusesabagina himself to acknowledge Rwanda’s point of view. Momentum picked up over the past year as the Biden administration made a determination in May 2022 that Rusesabagina had been wrongfully detained.

Paul Rusesabagina, a long-time critic of President Paul Kagame, and the man who inspired the movie Hotel Rwanda, was found guilty on terrorism charges and sentenced to 25 years in prison in 2021 His story, in which he saved scores of people during the Rwandan genocide, was told in the Oscar-nominated film. His trial attracted international attention due to his role in rescuing hundreds of people during the 1994 Rwandan genocide against the Tutsis. Rusesabagina's fall from celebrated hero to state enemy reportedly developed as he criticised President Paul Kagame's government, even though some survivors of the genocide questioned the version shown in the 2005 movie.
