Thulani Mavuso, home affairs’ acting boss, has dismissed a legal bid by the SA Prisoners’ Organisation for Human Rights for inmates and trial detainees to be exempted from the R140 ID reissue fee as “overbroad” and “opportunistic”, despite saying the department was keen to help. He deposed th05at this was not budgeted for and that his department could not make a definite commitment, unless they knew the number of prisoners in need of a replacement but could not afford it. “… in cases of genuine poverty and depending upon the number of individuals, the [department] will endeavour to assist.”
