A former airman killed 26 people at First Baptist Church of Sutherland Springs in 2017. Now, taxpayers are on the hook for millions in damages.

Because he'd been convicted of domestic violence, Kelley was barred by federal law from purchasing a firearm. But the Air Force didn't submit Kelley's information to the database. As a result, he had no difficulty arming himself. After military investigators found probable cause that Kelley had assaulted his wife and stepson, his fingerprints should have been put in the database. The Air Force had another chance to do so after he pleaded guilty at court-martial — and another when he began serving a jail sentence.
