“Canada’s emergency response during COVID-19 was impaired by long-standing weaknesses in the public health and health-care systems, including fragmented health leadership across the federal, provincial, and territorial governments. B.C. would be better advised to go it alone with a provincial inquiry, given an expedited mandate focused on preparing the province for the inevitability of the next pandemic.
The cabinet tried to minimize the political fallout. The panel was precluded from “assessing the economic recovery and public policy decisions made by the government and decisions made by the independent public health officer.”Their final report summarized the feedback from some 15,000 respondents: “A vast majority want a review of the actual decisions made to respond to the pandemic, which is beyond the scope of this review.
“The provincial health officer should consider ways to better explain why decisions are made … stating what the objectives are for restrictions being put in place or removed, addressing any apparent inconsistencies and discussing the evidence underlying the decisions.”
