The department said the decision followed an investigation into the allegations of physical abuse, poor living conditions, the facility’s registration and staff qualifications.

“According to the norms and standards for a residential facility, the caregivers need to have a rotation roster, some working the day shift and others the night shift. It is also disturbing that the caregivers are just untrained general workers with no qualifications.” Ndwayana said: The facility was also in contravention of the Older Persons Act as the centre “should be a haven for older persons but safety and care were compromised”.
