The steamy mix of garbage and politics is an old Roman tradition, and it's creating growing strains in the country's ruling coalition

The Eternal City has been struggling to manage the 3,000 tons of non-recyclable waste it produces every day since the highly polluting Malagrotta landfill — Europe's largest with a daily processing capacity of 4,000 tons — was shut down in 2014.by the European Court of Justice, which condemned Italy for burying untreated waste, contrary to EU rules that require that only waste residues should go to landfills.

But despite Raggi's efforts to promote zero waste and a circular economy, it hasn't worked well in Rome. Ranieri said almost half of the waste management company's trucks are out of use; two of the three facilities that treated waste before landfilling have been set on fire; and the mayor's lack of planning has raised questions as to where garbage should be dropped off before being exported or transferred.
