An Arizona Republic investigation found oil companies warned state officials in early March that Arizona was heading toward a potential fuel shortage.

The Western States Petroleum Association warned the gasoline supply in Arizona could be threatened without a waiver to sell additional fuel blends.

The west line didn’t have room for additional fuel, HF Sinclair said, and trucking additional fuel to Phoenix from California not only is expensive, but would require 50 to 70 trucks a day. “It is important to note that does not have the authority to grant a waiver from Cleaner Burning Gasoline requirements. Waivers must be granted by EPA,” he said.if there is an “extreme and unusual” supply issue; if that issue is caused by a natural disaster or “event that could not reasonably have been foreseen or prevented and not the lack of prudent planning on the part of the suppliers”; and if such a waiver is in the public interest.

In short, few people outside the oil industry know what’s going on, and the drivers of the world are subject to its whims. “The task force that watches gasoline prices at the White House was monitoring the situation very carefully," said Tom Kloza, global head of energy analysis for the Oil Price Information Service."If it had moved from tight markets to fuel outages, I believe they would have issued waivers to use conventional generic gasoline in Maricopa County, but they did not.”President Joe Biden is running for re-election in 2024 and Arizona was the state he won in 2020 by the narrowest margin.
