Two years after negotiations began, the agencies have reached an agreement surrounding the maintenance of the park.
between Fremont and the East Bay Regional Park District over the leasing of the city’s land at popular Mission Peak has finally come to an end.
The city-owned site at the park, which includes the popular Stanford Avenue trailhead and staging area, has been managed by the park district since 1978, when a lease between the agencies was first agreed upon. Parking at the site has been a particularly contentious issue. The parking lot at the Stanford Avenue staging area has only 43 spaces and gets extremely congested at weekends. Drivers also have to go through a residential neighborhood in order to access the lot, which causes problems for residents.
The final objection from the council was that the lease didn’t contain a provision preventing the district from building a new parking lot at Mission Peak’s Stanford Staging Area trail access point — which some residents fear would lead to greater traffic congestion. “We were notified by the East Bay Regional Park District that they’re not willing to negotiate any further,” City Manager Karena Shackelford said during Tuesday’s council meeting, where she recommended that the council accept the agreement.
Regarding the concerns over the possibility of building a new parking lot, city staff said Fremont would have the authority to approve or disapprove such construction.
