The House Freedom Caucus said it would not support a stop-gap funding measure unless it is tied to conservative policy wins, setting up a contentious battle when the House returns from its August recess.

After Speaker Kevin McCarthy announced on a private member-only call last week that he expects a short-term continuing resolution will be necessary to give the House and Senate more time to pass and negotiate their 12 appropriations bills, the hard-line conservative members of the Republican conference expressed their displeasure with this idea.In its statement released Monday, the Freedom Caucus laid out three demands Congress must meet for them to support any short-term continuing resolution.

Now, adding these demands will likely make the process more difficult. Democrats in the Senate will presumably oppose these demands, increasing the chances of a shutdown if they can’t come to an agreement. But, for some Republicans, a government shutdown is not the end of the world. The caucus said it would “oppose any attempt by Washington to revert to its old playbook of using a series of short-term funding extensions designed to push Congress up against a December deadline” to force the passage of an omnibus spending bill, something McCarthy has said he will not bring to the floor.
