A surprise but not unexpected announcement that Premier Doug Ford wants to give the mayors of Toronto and Ottawa stronger powers might leave Canadians — less familiar with this style of municipal governance — puzzled.

Those documents say the head of council is to act as the “chief executive officer” of the city, but when you read further that role is largely symbolic. “As chief executive officer of the City, the mayor shall, uphold and promote the purposes of the City” and “promote public involvement in the City’s activities,” the acts say.

While Chicago’s mayor sits on that city’s council, they do not vote as part of the legislative body, instead setting the agenda during each four-year term, the city clerk’s website explained., Chicago’s city council has, historically, just signed off on the mayor’s agenda and in return individual members are allowed to “reign” over ward-level issues like garbage pickup, tree trimming and road signs.
