The incident reportedly happened after residents mobilized to shut down these businesses which they believe contribute to unemployment.

President Cyril Ramaphosa had previously announced that unregistered spaza shops, both local and foreign-owned, must register within 21 days. However, this led to a conflict where an opposing group prevented the registration of spaza shops owned by foreign nationals at a Customer Service Centre in Jabulani on 19 November
